High Power Certification Overview
Tripoli maintains a multi-level skill-based certification program for high-power rocketry Level 1, 2, and 3 certifications and the Tripoli Mentoring Program for junior members. High-power Certifications remain current while their membership dues are up to date. See below for details about expiring membership and certification.

Level One Certification
Level 1 certification, for those 18 and above, entails designing, launching, and recovering a rocket using certified HPR motors in the H to I impulse range. This unlocks access to H and I impulse class commercial hobby motors, fostering high-powered rocketry exploration.

Level Two Certification
Level 2 Certification is open to those with Level 1 certification. It involves a written exam, rocket launch, and recovery using J to L impulse motors. Only Level 1 certified members can take the Level 2 exam, which is a prerequisite for the certification flight.

Level Three Certification
For Level 2-certified students and senior members, enabling launches of High Power Rockets with over 5120 newton-seconds impulse. Success requires Level 2 completion, electronic recovery proficiency, TAP-approved design, and a rocket launch in the M-O impulse range.

Tripoli Mentoring Program (ages 12 - 17)
The Tripoli Mentoring Program (TMP) allows Tripoli Junior members to learn the skills of high-power rocket construction and launching in a safe and consistent environment with all high-power rocketry safety codes and legal restrictions. It is open to any Tripoli Junior member ages 12-17.

Certification Document Submission
Members and certifying authorities may submit a scan or photo of the signed
Universal Certification Form via email. Email the completed certification form to;
certifications@tripoli.org.
Reciprocity of Certification Levels
Tripoli members may submit copies of evidence of certification from another organization such as NAR, CAR and UKRA to Tripoli HQ (hq@tripoli.org), requesting that their Tripoli certification be updated accordingly.

Certification and Expired Membership
Effective October 1, 2020 the following rules apply for expired memberships and certifications.
- Expired members' certifications will reset to level 0 at 60 months after expiration.
- Members holding Level 1 certification will continue as Level 1 if membership is renewed within 60 months.
- Members holding Level 2 or Level 3 certifications will continue at their previous level of certification if they renew within 24 months. If they renew after 24 months and before 60 months, they must re-take the written examination before their previous level of certification is reinstated.
Frequently Asked Questions
Who can administer the certification process?
Prefects, members of the Technical Advisory Panel (TAP), or a member of the Board of Directors can witness flights and administer examinations for the Level 1, Level 2, and Tripoli Mentoring Program certifications. Only the Technical Advisory Panel (TAP) members can approve Level 3 project proposals and witness construction progress and certification flights.
Can I get Level 1 certified if I am less than 18 years of age
Per the Federal Consumer Product Safety Commission (CPSC) rules and the Tripoli Bylaws, a person must be at least 18 years of age
Why hasn't my certification level updated on my profile?
For a Level 1 certification to be entered into the Tripoli database, HQ must receive the form with a valid signature. Tripoli only recognizes current Prefect, TAP, and Board of Directors' signatures.
It is the responsibility of the *member* to send the form to HQ.
For Level 2 certifications, the most prevalent reason is that the test administrator has not submitted the examination to HQ.
If your membership has lapsed, you must renew for your certification to be active. Your official member form with the signatures proves your current certification level. Dealers will accept copies of that form.
For a Level 2 certification to be entered into the Tripoli database, HQ must receive two things.
(1) The examination answer sheet must be submitted by the person who administered the examination, not the person certifying.
(2) The right page from the certification form must be sent in by the member with signatures. If only one of these gets to HQ, the certification is not official until the other arrives. Therefore, if there is a delay in listing you as Level 2, you may want to check with the person who gave you the examination and make sure they sent it in.
For a Level 3 certification to be entered into the Tripoli database, HQ must receive the form with the TAP member's signatures. The member or certifying authority must submit the form with completed signatures. Only current TAP members' signatures are recognized. Only board members on the TAP committee can sign Level 3 certification attempts.
What do I need to do to get my NAR certification level transferred to Tripoli?
Send a copy of your NAR card showing your current member status and NAR cert level to hq@tripoli.org.
